The Managing Government Records Directive, M-12-18 (also known as the Presidential Records Management Directive or PRMD) requires that Federal agencies manage all email electronically by 2016 and all permanent records electronically by 2019.
The PRMD also establishes a training milestone: "By December 31, 2014, all Federal agencies must establish a method to inform all employees of their records management responsibilities in law and policy, and develop suitable records management training for appropriate staff."

On September 15, 2014, OMB and NARA issued a second memorandum to all Federal agencies, M-14-16, Guidance on Managing Email, reinforcing the primary objectives and deadlines issued in the 2012 Managing Government Records Directive, with a specific emphasis on managing email records. The accompanying NARA Bulletin 2014-06, provides guidance to assist agencies in understanding their responsibilities in managing and retaining agency emails, the role of individual Federal employees when it comes to managing their email accounts, and recommendations for automated email management, using the Capstone approach as an example.
